Council has received the development application for the Coorparoo TOD at 264-300 Old Cleveland Road, Coorparoo. The development is a Multi-Purpose Centre – Major Centre and the following uses are nominated: offices, restaurants, indoor sport facility, medical centre, shops, short term accommodation and multiunit dwellings

The development consists of four levels of car parking. The ground level consists of retail activity, public realm and private recreational areas. There is one level of commercial tenancies along Old Cleveland Road and three levels of commercial and apartments along Holdsworth Street. There are three residential towers diagonally positioned across the site


Block Proposal



The proposal is staged with Stage 1 being adjacent Cavendish Road. It consists of basement parking, 454 sq metres of retail and 390 sq metres of commercial use and a tower of 18 storeys* for 153 units and 8 units fronting Holdsworth Street. A total of 175 car parking spaces, with 138 spaces for residents, are proposed

Stage 2 consists of 620 sq metres retail and 385 sq metres commercial on first floor with a 19 storey* tower of 162 units and 10 units fronting Holdsworth Street. A total of 181 car parking spaces are provided, with 142 for residents

Stage 3 consists of 555 sq metre retail and a tower of 15 storeys* for 126 units and 6 units fronting Holdsworth St and 4 units fronting Harries Road. A total of 144 car parking spaces with 113 for residents are proposed. An area of green space on the corner of Harries Road and Old Cleveland Road is for future access to the underground bus station on the Eastern Busway.  (*the tower appears one storey higher from Holdsworth Street due to the slope across the site)

The total number of units is 469 with 273 being one bedroom units

The application will be assessed against the Eastern Corridor Neighbourhood Plan (ECNP) and the High Density Residential Code which nominates a height limit of 15 storeys for this site with 17 storeys on the Cavendish Road/Old Cleveland Road corner

This application is Impact Assessable, Generally Appropriate as it is seeking the following variations from the ECNP for:

Height of 19 storeys not 15 (17) storeys
6% of the site is non-residential uses rather than the 20% specified in the ECNP
499 car parking spaces which is 9 spaces lower for residential parking than specified in the City Plan and the visitor parking spaces to be shared with staff, customers in 107 spaces.
Minor variation of 1.8metre rather than 3 metre side boundary set back on Holdsworth Street.
Lack of activation along the north east corner

Council officers are required to assess the impacts of these variations against the impacts of a development that complies with the relevant Code and ECNP

The application will be advertised on site providing the closing date for submission.
